How the Colorado Open Records Act (CORA) works

Colorado's Open Records Act (C.R.S. § 24-72-200.1 et seq.) provides any person the right to inspect and copy public records of state and local government agencies. Agencies must respond within three business days, extendable to seven for more complex requests. Colorado's law is notable for distinguishing clearly between inspection (free) and copying (subject to reasonable fees).

CORA contains a substantial list of exemptions, including personnel files, medical records, trade secrets, and pending litigation materials, but Colorado courts have interpreted these exemptions narrowly, generally favoring disclosure. Disputes are resolved through district courts, where successful requesters may recover attorney's fees if a court finds the denial was arbitrary or capricious.
